Position the curtain mounting hardware on the concrete wall where you want it installed. Hold one side of the curtain rod hardware in position and use. Measure to make sure. Attach the curtain rod hardware to the wall by placing a concrete screw through the hardware and into the hole and use the drill to secure the screw.

Secure a carbide masonry bit in the drill. Mark the concrete where the curtain rod hangers will be anchored. Place the curtain rod back on the hardware. Hang the curtain rods and curtains according to the directions supplied with the rods.
